This page reads PAGCOR’s own text and the law behind it, then gives you a five-step check you can run on any brand. Nothing here says whether a particular brand passes; each check ends at a document you open yourself.
What PAGCOR regulations cover
The Philippine Amusement and Gaming Corporation draws its power from Presidential Decree No. 1869, the PAGCOR Charter, as amended by Republic Act No. 9487. Section 10 as amended by that Act grants the corporation, from the expiration of its original term on July 11, 2008, another period of twenty-five (25) years, renewable for another twenty-five (25) years.
The rights granted are to operate and license gambling casinos, gaming clubs and gaming pools such as basketball, football and bingo, with jai-alai excepted.
PAGCOR’s own regulatory page lists what it aims to do, and the table below pairs each area with the text that governs it.
| Area | What the text says | Where to read it |
|---|---|---|
| Licence power | Operate and license casinos, gaming clubs and gaming pools | RA 9487, Section 10 |
| Fair games | Gaming machines must be certified by international testing laboratories | Responsible Gaming Code, Part V |
| Age | Persons younger than 21 are not allowed to play | Responsible Gaming Code, Part III |
| Advertising | Ads must be socially responsible and carry set closing lines | Responsible Gaming Code, Part VII |
| Player protection | Self and family exclusion programs | PAGCOR exclusion page |
What the Responsible Gaming Code asks of every brand
PAGCOR’s Responsible Gaming Code of Practice, Version 6.0, is the document that turns the charter into daily rules. Five of its requirements decide what you see as a player:
- Persons under 21 years of age are not allowed to enter, stay or play; the same Part also lists government officials connected with the operation of government, members of the Armed Forces and the Philippine National Police, and students.
- Game rules must be defined, and game manuals must be approved by PAGCOR.
- Gaming machines must be certified by international testing laboratories to ensure fairness.
- Advertising must not suggest that gambling can be a solution to financial problems.
- Every ad must carry the Keep it Fun slogan and the closing line that gaming is for 21 years old and above only.
Read the Code itself on the PAGCOR regulatory page, where it is posted as a PDF under Responsible Gaming Code of Practice Version 6.0. Count the Part numbers as you read, because every rule on this page cites one.
How PAGCOR regulatory pages are organised
The pagcor.ph/regulatory page splits the work between departments, and knowing which one covers your game saves you hunting through PDFs. Four matter to a player:
- Gaming Licensing and Development Department issues casino licences, accredits suppliers, requires employees to hold gaming employment licences and enforces the Responsible Gaming Code of Practice.
- Electronic Gaming Licensing Department covers traditional bingo, electronic bingo, electronic casino games, sports betting, specialty games, online poker and numeric games, and approves the platforms and games offered.
- Suppliers is the register of firms that supply gaming equipment; a supplier must obtain a Certificate of Enrollment first.
- Remote Operations and Ancillary Services carries the public notice about cancelled offshore licences.
For online play, the second department is the one to read. PAGCOR describes a service provider’s remote gaming as an adjunct service to a gaming venue for its registered players.
Check a brand against PAGCOR’s lists in five steps
You do not need a lawyer to run this check. You need the exact address you were given and a few minutes.
- Open pagcor.ph/regulatory and choose Electronic Gaming Licensing.
- Find the lists of registered brands and domain names or URLs of licensed casinos, and the list of accredited gaming system administrators with their registered brands and domains.
- Search each list for the brand name and for the domain you typed, comparing every character; copycat addresses differ by one letter.
- Note the date and entry on the list and confirm the brand and domain sit on the same row.
- If either is missing, treat the site as unlisted and keep your money out of it.
The run the legit check yourself page shows how to apply the same method to a brand name and read the result.
The cancelled-licence notice
PAGCOR’s remote operations page carries a notice to the public. After Executive Order No. 74 ordered the ban of Philippine offshore gaming operations, all Internet Gaming Licensees and Authorized Providers were cancelled effective December 15, 2024. PAGCOR then wrote that any company or gaming website claiming to hold a valid offshore gaming or internet gaming licence from PAGCOR is fraudulent and unauthorized.
A site says it holds a PAGCOR offshore licence and shows a certificate image.
Treat the claim as false on its face, because PAGCOR says no such licence is valid. PAGCOR also keeps a notice about counterfeit PAGCOR certificates, so an image proves nothing. Stop before depositing and read how a casino text scam works if the link reached you by message.
Rules that reach you as a player
Each rule below has its own page here, so you can read the one you need.
- Age: the age verification rule at 21 explains what a check asks and why.
- Fair games: how game testing certificates work shows who tests titles and how to find a certificate.
- Advertising: what PAGCOR says about gambling ads lists the mandatory closing lines.
- Money: the tax on winnings rules quote the National Internal Revenue Code.
- Data: your Data Privacy Act rights over ID covers the selfie and ID a casino holds.
- Crime: the RA 10175 cybercrime law covers fraud through fake casino pages.
- Illegal draws: why jueteng sits outside licensed play separates it from a licensed game.
When a game or a payout is in dispute
Regulation only helps if you keep records. Your own round log is the first piece of evidence in any dispute, so write down dates and amounts as you play.
A round paid less than you expected and you want it reviewed.
Open your round record before anything else; reading your own game history shows where to find it. Screenshot the round, the time and the stake, then send those to the lobby’s customer service and ask for the round to be reviewed against the game’s rules screen.
Where to go next
Rules set the floor, and your own limits sit above it. The studio profiles on the game providers hub show which certifiers each studio names, responsible gaming tools cover limits and exclusion, and a reality check on your play helps you decide how much is too much. PAGCOR’s exclusion program lets you request six months, one year or five years for yourself, and the first six months are irrevocable.
